Morocco Expands Digital Permit Platform "Rokhas.ma" Nationwide

Through a recent circular, the Ministry of the Interior encourages the Walis of regions and governors of prefectures to accelerate the generalization of the "Rokhas.ma" platform at the level of their territories.

For the ministry, the generalization of the "Rokhas.ma" platform, which covers economic and urban authorizations, is imperative. This circular, signed by Khalid Safir, Wali Director General of Local Authorities, orders the various local officials to take "all necessary measures for its adoption as the mandatory and sole channel for receiving, processing and issuing urban and/or economic authorizations."

In detail, the circular outlines the modalities for steering the generalization of the platform and the process for monitoring compliance with deadlines. One of the major decisions related to the implementation of the new application is that the files relating to subdivision projects and housing groups filed on the "CRI-Invest" platform should no longer be examined and their applicants will be invited to submit their authorization requests through the "Rokhas.ma" platform.

The Walis of regions and governors of prefectures, provinces and prefectures of districts are thus reminded of the need to ensure close monitoring of the proper use of this digital tool made available to them. To this end, a regional implementation and monitoring committee will be set up in order to avoid "significant delays in the issuance of building permits" in the future. Indeed, at this level in particular, it has been reported to the authority, delays have been observed with an average delay exceeding 150 days in some municipalities, whereas the set deadlines should not exceed 30 days on average.

Furthermore, the Ministry of the Interior has urged the Walis of regions and governors of prefectures, provinces and prefectures of districts to ensure wide dissemination of this document to the CRIs, Municipalities, Urban Agencies and all services under their command, while ensuring its actual implementation. If to date, 1,000 local authorities are using the "Rokhas.ma" platform, its use by all local authorities will ensure real development of digital administration and improvement of the business environment (Doing Business).
