Morocco to Establish National Cannabis Regulatory Agency for Medical and Industrial Use

As part of the legalization of cannabis, Morocco is preparing to create a dedicated national agency. The powers and composition of this future institution, provided for in the draft law (13-21), are currently under discussion.

Following the adoption of the draft law on the legal use of cannabis, Morocco will have a regulatory institution called the National Agency for the Regulation of Activities Related to Indian Hemp, headquartered in Rabat and with the right to set up branches in regions or provinces as needed.

This institution will be responsible for deploying the national strategy in terms of cultivation, processing, marketing, export or import of cannabis for medical, pharmaceutical or industrial purposes. In addition, this structure will be the only one competent to issue or withdraw authorizations to cultivate this plant. It alone will be able to carry out inspection missions and even impose sanctions on those who violate the future legislation.

Furthermore, the Agency will be the sole interlocutor of international organizations and will be endowed with a board of directors in which all the departments and services concerned will be represented.
