Morocco Poised to Legalize Cannabis Cultivation with New Licensing System

The draft law "on the legal use of cannabis" in Morocco is about to be adopted by the Government. Just after its adoption, a license will be required for any person interested in its cultivation.
In addition to the license, farmers will be required to form a cooperative, reports Aujourd’hui Le Maroc which specifies that this legalization finally does justice to the farmers. While organized networks are raking in more than 128 billion dirhams, farmers have only 4.5 billion dirhams. In addition, this draft law could have a positive impact on certain regions from a socio-economic point of view.
According to the draft law, farmers must be Moroccan nationals and of legal age to obtain a license. They will also have to "reside in one of the districts of the provinces set by decree", "engage in cooperatives specially created", "be the owner of the plot intended for this purpose or have obtained the permission of the owner [...], or a certificate issued by the local administrative authority".
As for the companies for the processing and industrialization of Indian hemp or the approved export companies, they will have to have a sales contract. According to Article 10, any delivery must be made in the presence of a commission composed of representatives of the Agency, the local and competent security authorities. A report is drawn up by the representatives of the Agency. A national agency will be created to regulate the sector.
Furthermore, the text does not provide for the marketing, export and import of Indian hemp and its processed and industrialized products, except for medical, pharmaceutical and industrial purposes.
