Morocco: Emergency plan for vulnerable Moroccans abroad
Minister Nasser Bourita unveiled Morocco’s strategy to protect its vulnerable citizens abroad. The plan primarily targets unaccompanied minors in Europe and the support of families facing child custody withdrawal measures.
Moroccan diplomacy now places the protection of vulnerable social groups at the top of its priorities, in line with the royal vision. Faced with the resurgence of the phenomenon of unaccompanied minors, particularly in France and Spain, Minister Nasser Bourita has issued "firm instructions" to diplomatic missions. The consulates are responsible for ensuring rigorous social monitoring, coordinating with local authorities, and facilitating the obtaining of administrative documents as soon as the child’s identity and the location of their family in Morocco are confirmed.

To strengthen this action, the government has deployed a partnership program with associations of Moroccans living abroad active in Spain, Italy, and France. This system aims to provide psychological, social, and educational support to young people living in reception centers. At the same time, the ministry closely follows cases of child custody withdrawal, which it describes as "limited and very rare", specifying that these situations result from local judicial procedures applied without discrimination.

In these sensitive cases, the consular centers support the families in legal actions and ensure the maintenance of the link between parents and children. During bilateral meetings, Rabat insists with the host countries on the importance of "respecting the societal and cultural specificities" of Moroccan families. The minister recalls that the Moroccan citizen is recognized for his integration capacities and respect for the values of the host countries, making cases of family breakdown exceptional.
