Morocco Unveils Sweeping Reforms for Diaspora: Bourita Spearheads Initiative

Nasser Bourita, Minister of Foreign Affairs, African Cooperation and Moroccans Living Abroad, outlines the many measures put in place to simplify the lives of Moroccans living abroad.
Simplification of administrative procedures, strengthening of attachment to national identity, mobilization of the skills of Moroccans living abroad, support and assistance for their investments, consolidation of their role in the development of the kingdom. In accordance with the high royal directives, many measures have been taken to facilitate the lives of Moroccans residing abroad (MRE). "These guidelines have been clearly expressed in several royal speeches," in particular that of King Mohammed VI, "on the occasion of the 69th anniversary of the revolution of the king and the people, which constituted by its content a decisive turning point and a new orientation aimed at enhancing the public policy dedicated to our fellow citizens abroad," said Nasser Bourita in response to a written parliamentary question on "the progress in implementing the commitments of the government program relating to Moroccans of the world" and more particularly on legal support and the handling of complaints.
On an institutional level, the ministerial committee in charge of Moroccans living abroad, chaired by the Head of Government, as well as the technical committee and the thematic commissions that depend on it, ensure the effective implementation of this policy, said the minister, adding that these bodies regularly organize meetings during which operational proposals and recommendations are developed in partnership with all the stakeholders concerned. This approach aims in particular to continue the implementation of support, social assistance and support programs for the most vulnerable categories among this population. "In this context, several administrations and institutions that are heavily solicited by Moroccans of the world have put in place mechanisms to meet their needs," he continued.
A central reception commission has thus been created by the Ministry of Justice at the central level and commissions at the level of the courts of appeal, the courts of first instance, the commercial courts and the administrative courts. "Similarly, several public institutions, such as urban agencies and the indirect tax administration, have adopted similar mechanisms," Bourita also said. Other actions taken in favor of Moroccans living abroad: the development of detailed guides on administrative procedures and services, including the Unified Consular Guide, multilingual, designed by his department; the implementation of call centers; the gradual digitization of services and procedures; the continued digitization of civil status registers, etc.
