Morocco Driving Licence Reform: 20-Point Probationary System Explained

Faced with a year described as one of “exceptional severity,” Moroccan authorities are tightening the rules to curb road insecurity. This alarming situation, worsened by a 13.5% rise in the number of seriously injured people, has prompted the National Road Safety Agency (NARSA) to revise its licence management mechanisms as part of its 2026-2030 strategy.

From now on, obtaining a driving licence for motorcycles and light vehicles will no longer provide immediate access to the maximum points balance. New licence holders will receive a restricted initial balance of 20 points for a two-year probationary period. This vigilance system aims to make road users more responsible from their first kilometres, with each offence committed during this phase directly reducing this limited balance.

Moving to a full licence is no longer automatic but conditional on flawless driving. At the end of the 24-month period, drivers will only be eligible for the full balance of 30 points if they have maintained a balance above 7 points. If this critical threshold is crossed downward, access to the general system is jeopardised, giving the agency a way to filter dangerous behaviour before it becomes firmly established.

For road safety officials, the challenge is to “radically transform road culture” in order to break the upward spiral of accidents.
