Morocco’s Civil Service Salaries Rise 18% Over Decade, Education Ministry Tops Pay Scale

The report on human resources annexed to the 2024 Finance Bill indicates that the average net monthly salary in the Moroccan civil service increased by 18.08%, from 7,250 dirhams in 2013 to 8,561 dirhams in 2023.
According to this document, the average net monthly salary has seen an average annual increase of 1.68% between 2013 and 2023, due to grade promotions and salary increases decided by the Executive.
In detail, the Ministry of Higher Education, Scientific Research and Innovation comes first with an average net monthly salary of 15,819 DH. It is followed by the Ministries of Justice (9,842 DH), Health and Social Protection (9,250 DH), Economy and Finance (8,331 DH), National Education, Preschool and Sports (8,288 DH) and the Interior (7,080 DH).
By category, the executive staff classified on scale 6 and assimilated have an average net salary of 4,591 DH, compared to 5,826 for the supervisory staff classified on scales 7 to 9 and 10,087 DH for managers and senior managers (scales 10 and above). The report also reveals that 8.34% of civil servants of the State receive a net monthly salary of less than 4,000 DH and 27.24%, a net monthly salary of less than or equal to 6,000 DH.
Also, 63.59% of these civil servants have net monthly salaries between 6,000 DH and 14,000 DH and 2.87% receive net monthly salaries of more than 20,000 DH. As for the minimum wage, it has evolved in recent years, going from 2,800 DH in 2013 to 3,000 DH in 2014, then to 3,258 DH in 2020 and 3,500 DH in 2023.
