Morocco's Civil Service Reaches 565,429 Employees in 2023, Government Report Shows

The data recorded in the report on human resources accompanying the 2023 Finance Bill indicate that Morocco has 565,429 civil servants this year.

The evolution of the number of civil servants is explained by the fact that the Moroccan labor market is characterized by a significant contribution of the State as a public employer, the report indicates.

Indeed, Morocco has chosen to boost this market through the creation of budgetary positions and, on the other hand, to meet the needs of the administration in human resources necessary to improve the quality of public services provided to citizens and economic actors, the document points out.

In this sense, 119,000 teachers were recruited during the 2016-2022 period at the level of the Regional Academies of Education and Training (AREF), the same source adds, noting that of the total number of civil servants, 43.3% belong to the national education and higher education family, 27.6% to the Interior and 10.8% to Health.

The report also states that the coverage rate of civil servants compared to the population on the one hand and the active population on the other hand, stood, during the 2012-2022 period, respectively on average at 1.65% and 4.81% with a downward trend.
