Morocco’s Civil Servant Salaries Surge 30% in Decade, Report Shows

In Morocco, the average net salary of civil servants has seen a sharp increase in ten years, rising from 7,300 dirhams in 2014 to 9,500 dirhams in 2024, reveals the report on human resources annexed to the 2025 finance bill.
The average salary of civil servants has increased by 30.14% over the past ten years, a yearly rate of 2.67%. As for the minimum wage, it has also evolved during the period, rising from 3,000 dirhams in 2014 to 4,000 dirhams in 2024, and probably to 4,500 dirhams in 2025, the report indicates. The average salary has reached 5,203 dirhams for civil servants classified in salary scale 6 or equivalent, 6,512 dirhams for those in scales 7 to 9, and around 11,178 dirhams for those in scale 10.
3.93% of the State’s civil servants earn a monthly net salary of around 4,500 dirhams, and 15.24% of them receive a salary of less than 6,000 dirhams, the document notes, adding that nearly 70.19% of civil servants receive a monthly net salary between 6,000 dirhams and 14,000 dirhams, while 3.57% have a net salary of more than 20,000 dirhams.
As for the expenses related to civil servants’ salaries, they have increased by 40% in ten years, from 115.42 billion dirhams in 2014 to around 161.62 billion dirhams in 2024, an annual increase rate of 3.42%, the report states. Each year, the State devotes an average of 35.25% of its budget to these expenses, except in 2024 where 32.44% will be dedicated to salary payments.
Also, 88% of these expenses are absorbed by the Ministry of National Education, Preschool and Sports with 37.12% each, and the Ministry of the Interior with a share of 21.15%. They are followed by the Ministry of Health and Social Protection, Higher Education, Scientific Research and Innovation, Economy and Finance, Justice, and Foreign Affairs, African Cooperation and Moroccans Residing Abroad, with 12.81%, 8.21%, 3.57%, 2.83%, and 2.46% respectively. The other administrations receive a share of 11.85%.
