Rabat Faces Scrutiny Over 2,400 ’Ghost’ Civil Servants as Parliament Demands Action

A parliamentary group has questioned the government about the case of ghost civil servants in Rabat. Asmaa Rhlalou, the president of the municipality, recently said there are 2,400 of them.
In a written question, the parliamentary group of the Popular Movement (MP) questioned the Minister of the Interior, Abdelouafi Laftit, about the extent of this phenomenon and the measures he intends to take to eradicate it in all administrations and local authorities, reports the daily Al Massae. He is also asked to provide statistics on this phenomenon. A census of civil servants therefore seems necessary to know those who are made available to the agencies in the city and who fulfill their mission, according to the regulations in force, and the others, who would be housed in the file of ghosts.
Asmaa Rhlalou, president of the urban commune of Rabat, recently said that the number of ghost civil servants would exceed 2,400. Enough to push the civil servant unions to provide clarifications. "The number of municipal employees in Rabat is 3,758, of which 1,430 work in the central services of the municipality, while some have been made available to the services of the wilaya and the others assigned to the municipal districts of the city," say union sources. "Moreover, the district presidents have not declared any ghosts, knowing that some of them apply special measures to control the presence of staff," they affirmed, thus contradicting the elected official.
