Morocco Boosts Economy Ministry Salaries in Public Sector Reform

Officials of the Ministry of Economy and Finance will see their living conditions improve with the adoption by the government council chaired by Aziz Akhannouch of a decree.
The decree constituting the special status of officials of the Ministry of Economy and Finance is among the set of draft decrees relating to the modification of the statutes of civil servants in the public sector, adopted last Thursday by the government council in accordance with the agreement concluded between the government and the trade union centers. This decree includes salary increases ranging from 1,230 to 4,000 dirhams. It should contribute to the improvement of the financial conditions of the employees of this ministry.
The special status of officials of the Ministry of Economy and Finance serves to establish a unified regulatory framework encompassing all the bodies within the ministry, including the General Inspectorate of Finance, the officials of the Customs and Indirect Taxes Administration, the corps of financial engineers, financial administrators, financial technicians and administrative assistants. According to this status, the General Inspectorate of Finance and the officials of the Customs and Indirect Taxes Administration should continue to comply with the provisions of the special status of each of them.
The status not only provides provisions allowing the ministry to organize and rationalize continuing education, while emphasizing the presence and participation of officials in training sessions, but it also unifies the conditions and procedures for promotion in grade and rank, reducing the duration of promotion in rank from 3 years to 2 years for ranks of 7 and above, for all categories except financial engineers, architects and financial inspectors. It also provides for changes to the status of Customs officials, including the elimination of grades classified in the salary scale 7 and the integration of officials into grades of the salary scale 8, as well as the creation of higher positions for Customs engineers.
In addition, the status aims to respond to the specificities of the missions entrusted to the Ministry of Economy and Finance, which include the development of financial and tax policies and the guarantee of the sustainability of Treasury resources. Other sectors are still awaiting the approval of the special statutes of their officials.
