Morocco to Introduce Carbon Tax and Fuel Marking System in 2025 Budget

The Ministry of Economy and Finance, in collaboration with the Ministry of Energy Transition and Sustainable Development and the General Treasury of the Kingdom (TGR), plans to implement several major reforms recorded in the 2025 Finance Bill (PLF).
One of these reforms is the implementation of a system for marking petroleum products with the Ministry of Energy Transition and Sustainable Development, specifies the budget execution and three-year macroeconomic framework report accompanying the Finance Bill (PLF) published on the website of the Ministry of Economy and Finance. This reform aims to address the tax issues related to hydrocarbons and prevent fraud in this sector. The launch of the carbon tax to adapt taxation and customs regulations to climate challenges, by introducing green taxation, is also recorded in the 2025 PLF.

The 2025 PLF also provides for the continued implementation of the regulatory framework for the precious metals refining profession in order to ensure the traceability of operations in the precious metals value chain. It is part of the adaptation of the regulatory framework relating to precious stones and the upgrading of the professions of precious metals guarantee. Another reform expected in 2025: the reform of the public debt collection code (CRCP), in consultation with the General Treasury of the Kingdom (TGR), which will focus on certain articles relating to collection fees, in order to improve the efficiency of public debt collection.
This report includes three main parts: the recent evolution of the national economy in the international context and the outlook for the evolution of the main national macroeconomic indicators, the state of budget execution in terms of revenue, expenditure and debt indicators for 2023 and as of June 2024, as well as the revised projections of public finances for the current year and finally the budgetary orientations and macroeconomic prospects for the period 2025-2027.
