Morocco and Israel Sign Historic Agreement to Normalize Relations, US Mediates

More than 10 days after the respective historic declarations of the President of the United States and King Mohammed VI regarding the resumption of relations between Morocco and Israel, a joint declaration was signed on Tuesday, December 22, 2020, by the two countries and the USA in the presence of King Mohammed VI. Here is the final declaration:
"The Kingdom of Morocco, the United States of America and the State of Israel,
Referring to the telephone conversation that took place between His Majesty King Mohammed VI and His Excellency President Donald TRUMP on December 10, 2020, as well as their respective historic declarations published on the same day, as well as by His Excellency, the Prime Minister of the State of Israel, Benjamin NETANYAHU, announcing the opening of a new era in the relations between the Kingdom of Morocco and the State of Israel;
Welcoming the opportunity created by the extraordinary efforts of the United States and their leadership;
Highlighting the Proclamation of the United States of America regarding the recognition of the sovereignty of the Kingdom of Morocco over the Western Sahara, and stating the following:
"The United States recognizes Moroccan sovereignty over the entire Western Sahara territory and reaffirm their support for Morocco’s serious, credible, and realistic autonomy proposal as the only basis for a just and lasting solution to the dispute over the Western Sahara territory."
"To facilitate progress toward this goal, the United States will encourage economic and social development with Morocco, including in the Western Sahara territory, and, to that end, will open a consulate in the Western Sahara territory, in Dakhla, to promote economic and commercial opportunities for the region."
Recalling the exchange of views that took place during the said conversation between His Majesty King Mohammed VI and His Excellency Donald TRUMP on the current situation in the Middle East, during which His Majesty the King reiterated the consistent, constant and unchanged position of the Kingdom of Morocco on the Palestinian issue, as well as the position expressed on the importance of preserving the special status of the holy city of Jerusalem for the three monotheistic religions, for His Majesty the King, in his capacity as President of the Al-Quds Committee;
Recognizing the historic role that Morocco has always played in bringing peoples closer together and promoting peace and stability in the Middle East, and taking into account the special ties that His Majesty the King maintains with the Moroccan Jewish community living in Morocco and around the world, including in Israel;
Aware that the establishment of full, peaceful and friendly diplomatic relations is in the common interest of the two countries, and that it will contribute to advancing the Cause of Peace in the region, strengthening regional security, and opening up new opportunities for the entire region;
Recalling the conversation between His Majesty King Mohammed VI and His Excellency Donald TRUMP, His Majesty the King confirmed the intention of the Kingdom of Morocco and the State of Israel:
To grant authorizations for direct flights between Morocco and Israel, including via the Israeli and Moroccan airlines, and to grant overflight rights;
To resume without delay full and complete official contacts between Moroccan and Israeli counterparts and to establish full, peaceful and friendly diplomatic relations;
To promote a dynamic and innovative bilateral economic cooperation;
To continue cooperation in the fields of trade; finance and investment, in matters of innovation and technology; civil aviation; visas and consular services; tourism; water, agriculture and food security; development; energy and telecommunications; and in other sectors that may be mutually agreed upon;
To proceed with the reopening of liaison offices in Rabat and Tel Aviv.
On the basis of the foregoing, the Kingdom of Morocco, the United States of America and the State of Israel agree as follows:
To commit to fully respect the provisions of this Declaration, to promote them and to defend them;
To agree that each party will have fully honored its commitments before the end of January, and that it will have identified new actions;
To work accordingly at the bilateral, regional and multilateral levels."
