Moroccan Gendarmes Enforce Outdated Travel Restrictions Despite New Guidelines

Some gendarmes, stationed at certain checkpoints, continue to demand the derogatory travel certificate issued by the authorities, despite circular No. 7651 from the Ministry of the Interior, which exempts public administration and private company personnel.
In order to be able to travel between cities, some gendarmes also require a certificate signed by the governor, reports the newspaper Assabah, which reports the case of a tourism manager in Kenitra, on a mission in Nouaceur.
The agents within the same post, still in application of the old circulars of March 27 and April 24, placed the general manager of a large company as well as the owner of a service company in custody.
However, the Minister of the Interior, Abdelouafi Laftit, had sent a circular on May 27 to the walis and governors as well as the army corps general and the director general of national security, canceling the two previous ones and exempting personnel from administrations and private companies from any document, apart from the certificates issued by employers.
It should be noted that the new measure does not apply to other categories of travelers, who will have to submit an application to the local authorities. The authorization, in this case, should be validated by the presidents of the interior affairs of the two prefectures concerned, after investigation.
