Moroccan Expats Eligible for VAT Refunds on Vacation Purchases, Customs Clarifies

Many Moroccans residing abroad make purchases when they are on vacation in Morocco. Can these purchases be subject to a tax refund, i.e. can the buyers be reimbursed the Value Added Tax (VAT)? Here is the response from Moroccan customs.
"MREs visiting Morocco can get a refund of the value added tax (VAT) paid on non-commercial purchases intended for use abroad. VAT refund can be claimed for goods purchased on the same day, from the same approved seller, and for an amount of two thousand (2000) dirhams or more, including VAT," the Customs states in its Guide on Moroccans of the World.
However, the Customs and Indirect Taxes Administration (ADII) draws up a non-exhaustive list of goods that are not eligible for a customs tax refund. These include, for example, "food products (solid and liquid), manufactured tobacco, medicines, unset precious stones, weapons, private means of transport, their equipment and supplies, and cultural goods."
To benefit from the refund, the MRE "must present the purchased goods to the customs services, accompanied by the invoice and the sales slip in 3 copies issued by the seller, before boarding."
Then, "the sales slip bearing the customs stamp must be communicated to the tax refund service provider within a period of three (03) months from the date of purchase of the articles."
