Moroccan Education Report Reveals Teacher Recruitment and Competency Concerns

A large part of Moroccan teachers do not have a vocation and entered the profession because of the benefits it offers, but mainly out of necessity, according to the Higher Council of Education.
In a study conducted in 2019 on the conditions of the teaching profession in Morocco, the council highlighted the level of competence of Moroccan teachers and questioned their recruitment method. The survey also warned about the system of support and evaluation for teachers.
According to the report, the Moroccan public school is going through a learning crisis. Although the low level of student achievement is due to several factors, experts agree on the importance of the teacher factor, which has a considerable influence on student achievement, noting that "it is widely accepted that the quality of an education system depends on the quality of its teachers".
However, in Morocco, the majority of teachers have chosen the profession, not because of their personal motivations and convictions, but because of the attractiveness of the profession. Unemployed, many have opted for the profession in order to have a stable paid job, a reduced working time and guaranteed rest during school holidays, the report stressed.
Regarding training, the majority of teachers surveyed believe that it is not very qualifying and, at the end of it, essential dimensions of teaching (classroom management and planning, active teaching practices, etc.) remain unmastered," the report states, adding that the absence of a continuous training system, developed according to the needs of teachers, "does not allow to make up for the shortcomings of initial training and to correct them".
As for recruitment, the CSEFRS argues that it has many shortcomings, specifying that the conditions of access to the profession are not strict. This is evidenced by the rush observed in recent years. In December 2018, 220,000 candidates were summoned to compete for 15,000 positions, and 149,000 of them were selected to take the written and oral exams.
