15% minimum wage increase, 1,000 DH aid, unemployment benefits of up to 7,500 DH: PPS promises to Moroccans
A 15% increase in the minimum wage, social assistance raised to 1,000 dirhams, unemployment benefits of up to 7,500 dirhams and 15,000 nurses recruited: the PPS has just unveiled its main promises for the legislative elections on 23 September.
The Party of Progress and Socialism (PPS) presented its program for the 2027–2031 period on Wednesday, 2 September. Among its commitments with the most direct impact on employees is a 15% increase in the minimum wage, which would be implemented in two stages.
Nabil Benabdallah’s party then wants to link future wage increases to inflation, in order to prevent rising prices from gradually reducing households’ purchasing power. In large companies, employees should also share in the results and profits generated.
The PPS also promises to raise to 1,000 dirhams per month the social support granted to families experiencing vulnerability or multidimensional poverty. The amount could vary depending on the number of children, dependents or the presence of a person with a disability in the household.
These commitments supplement the first electoral promises already unveiled by the PPS this summer, which notably included the creation of one million jobs over five years and a minimum retirement pension of 3,000 dirhams.

The party also wants to overhaul unemployment benefits for people who lose their jobs. The maximum payment period would be extended to twelve months, and the benefit ceiling could reach 7,500 dirhams per month while recipients look for work.
For young people signing their first permanent contract with a small or medium-sized company, the state could cover up to half of their salary for a maximum period of 18 months. The scheme would primarily target areas where unemployment is particularly high.
15,000 nurses and 24 medical helicopters
Healthcare also occupies an important place in the 2027–2031 program published by the PPS. The party promises to recruit an additional 15,000 male and female nurses over five years and add 9,000 beds in public hospitals.
It also sets a specific emergency-care target: enabling 90% of the Moroccan population to reach an emergency service in less than one hour. To achieve this, the program notably provides for the acquisition of 24 medical helicopters, which would be distributed among the various university hospital centers.
The PPS also wants to make mandatory health insurance universal, strengthen local hospitals and health centers in rural and isolated areas, and ban tobacco in public spaces.
The program also contains several tax measures. According to the details presented by Nabil Benabdallah, the maximum corporate tax rate for companies operating in the fuel and telecommunications sectors could be raised to 40%, with the PPS considering these activities close to monopoly situations.
Conversely, the rate would be lowered to 10% for very small businesses generating less than 500,000 dirhams in profits.
The party also believes it could recover approximately 30 billion dirhams over five years by reducing the cost of tax expenditures by 20%. To combat fraud, it wants to accelerate mandatory electronic invoicing and make greater use of artificial intelligence and data analysis.
Tax authorities could notably cross-reference information from the land registry, customs, the CNSS and bank accounts in order to identify taxpayers presenting a high risk of fraud.
In the real-estate sector, a national platform dedicated to pre-emption rights is also proposed to combat transactions declared at artificially low prices. The revenue recovered through this mechanism would be directed to a housing support fund.
The PPS program comes the day after the one presented by the PAM, which also promises a sharp increase in social assistance and several measures in favor of wages and employment. Three weeks before the legislative elections, the two parties are thus placing purchasing power and social protection at the center of their commitments.

The challenge now is to convince voters that these many promises are financially feasible. The PPS presents its program as a complete government project for 2027–2031 and will have to defend these commitments against the other parties during the legislative election on 23 September.
