A 3,000 DH pension, one million jobs, lower taxes: PAM promises to Moroccans

A minimum pension of 3,000 dirhams, one million jobs, a sharp reduction in income tax and social assistance increased to 1,000 dirhams: the PAM has just unveiled several particularly ambitious commitments for the legislative elections.

The Party of Authenticity and Modernity (PAM) presented its program for the 2027–2031 period in Rabat on Tuesday, September 1. Among the announced measures is a major overhaul of the tax system applicable to salaries, according to details presented by Adil El Bitar, a member of the party’s political bureau.

The PAM proposes replacing the current six income-tax brackets with just three. The rate would be reduced to 0% for gross salaries below 15,000 dirhams, to 10% between 15,000 and 46,000 dirhams, and to 20% above 46,000 dirhams.

The same “purchasing power pact” provides for gradually increasing the minimum amount of direct social assistance from 500 to 1,000 dirhams per month. The party also promises that no retirement pension will be lower than 3,000 dirhams per month from the second year of the next parliamentary term. The pension paid to widows would also increase from 50% to 100% of that of the deceased spouse.

These commitments echo those already put forward by the PPS, which also promises one million jobs and a minimum pension of 3,000 dirhams.

200,000 jobs per year

On employment, the PAM has pledged to create at least one million net jobs over five years, or 200,000 per year. The stated objective is to reduce the unemployment rate from 10.8% to 7% in 2031.

The party even details the expected sources of these jobs: 250,000 in industry, 270,000 in high-value-added services and the knowledge economy, 360,000 linked to preparations for the 2030 World Cup and related activities, 80,000 for young people in rural areas and 40,000 in the sports sector.

Another program, called “A horizon for every young person,” is intended to support one million young people between 2027 and 2031. It notably provides a first professional experience for around 500,000 of them and support for 60,000 companies created by young people. The PAM also sets a target of 125,000 opportunities for legal professional mobility to countries facing labor shortages.

Housing is also among the promises. The party wants to enable 500,000 families to access decent housing during the next parliamentary term, including 300,000 beneficiaries of the housing assistance program and 100,000 rural homes to be rehabilitated. For young people, a public rent-guarantee fund and 100,000 housing solutions have been announced.

These measures come as pension reform is becoming increasingly difficult to avoid in Morocco, particularly because of the gradual deterioration in the financial balance of certain schemes.

To finance its entire economic program, the PAM estimates that it can mobilize 350 billion dirhams. The party is counting in particular on accelerating growth to 5% per year between 2027 and 2031 while keeping the budget deficit at around 3% of GDP. These objectives will now have to be defended before voters in the legislative elections on September 23.
