Marhaba 2026 Customs Changes MRE Morocco Benefits
Operation Marhaba 2026 comes with new facilitation measures for Moroccans living abroad. The Customs and Indirect Taxes Administration has announced a specific system designed to improve the reception of MREs, with organizational, procedural, logistical and communication measures.
The main novelty concerns MREs returning permanently to Morocco. The exemption threshold for personal effects and non-commercial items is increasing from 30,000 to 40,000 dirhams. This increase is justified by the effect of inflation. It is added to items constituting the MRE’s relocation upon permanent return.

This exemption allows concerned MREs to benefit from the exemption of customs duties and other rights and taxes due on import, within the limit of the new threshold set at 40,000 dirhams. The document specifies, however, that this value cannot be allocated to a single item.
Another important change: vehicles covered by a provisional registration certificate can now be temporarily admitted to Morocco on the basis of a power of attorney established by the certificate holder. Until now, temporary import of these vehicles was possible when the provisional registration certificate was issued in the name of the temporary admission subscriber.
The circular also recalls the rules applicable to MRE vehicles. Temporary admission allows importing a passenger car or light utility vehicle for strictly personal and tourist use. This admission is granted for a period of 180 days, to be used continuously or in installments during the calendar year.
For MREs aged 60 and over, the advantage related to clearing a passenger vehicle remains regulated. They can benefit from a 90% reduction on the new value of the vehicle, provided they can justify effective residence abroad for more than ten years. The advantage is limited to a single vehicle in the beneficiary’s lifetime and does not apply to utility vehicles, motorhomes, vans, pick-ups, dual-cab vehicles, quads or motorcycles.
The circular also provides for specific support for MREs carrying out projects. A unit is set up to provide advice and support, on customs matters, for Moroccans living abroad wishing to invest in Morocco. Interested parties can make a request to the email address indicated by the administration.
Other practical rules are recalled in the document. MREs can freely import foreign currency payment methods, but a declaration to customs services is mandatory when the amount is equal to or greater than the equivalent of 100,000 dirhams. The import and export of Moroccan banknotes remain limited to 2,000 dirhams.
The circular finally recalls that MREs visiting Morocco can benefit from VAT refunds on certain purchases intended to be used abroad. Goods must be purchased on the same day from the same approved seller for an amount greater than or equal to 2,000 dirhams, VAT included, with presentation of the goods, invoice and sales slip to customs services before boarding.

With these measures, Marhaba 2026 therefore introduces several concrete changes for MREs, particularly for those returning permanently to Morocco, those traveling with a vehicle and those carrying out an investment project.
