French Nationals Face Specific Requirements for Marriages in Morocco

For French nationals who plan to get married in Morocco, it is necessary to follow specific administrative procedures, particularly when the union is celebrated before the local Moroccan authorities. The main step involves the competent French consulate general.
The celebration of a marriage before the local Moroccan authorities, usually by adouls (religious notaries), is possible regardless of the nationality of the spouses, provided that at least one of them resides in Morocco. However, before this ceremony, French nationals must imperatively obtain a Certificate of Capacity to Marry (CCAM). This document is issued by the competent French consulate general for the planned place of celebration.
Obtaining the CCAM is subject to the prior publication of the banns. This formality consists of posting the marriage project for ten days at the consulate, and possibly at the town hall in France if one of the future spouses is domiciled there. The CCAM is issued after this period and the examination of the file. In accordance with the Franco-Moroccan convention of August 10, 1981, the adouls require the presentation of this certificate to celebrate the marriage. This step must be anticipated: the French consulate general in Fez, for example, indicates a minimum processing time of three months from the receipt of a complete file. Incomplete files are returned, causing additional delays.
To request the CCAM from the French consulate general, you must submit a file containing the required forms and all the supporting documents listed by the consulate. Since July 1, 2024, the complete file can be sent by mail. The personal deposit by the French national remains possible at the consulate reception, during the indicated hours and without an appointment, but does not include an interview during the deposit. The consulate will contact you later if necessary, based on a complete file.
Regarding the marriage contract, if one is envisaged, it must be drawn up before the ceremony by a notary in France or a competent local authority in Morocco (notary, different from the adoul).
