Fez Deputy Arrested for Urban Planning Violations and Embezzlement

The embezzlements of Deputy Rachid El Fayek and his brother, President of the Prefectural Council of Fez, were revealed after investigations conducted by the National Brigade of the Judicial Police (BNPJ). They are related to violations of the urban planning code and abuse of power in all its forms.

Deputy Rachid El Fayek, who has been running the Ouled Tayeb commune for years, has long violated the rules of urban planning. This is revealed by the investigations carried out by the BNPJ, which report the transformation of parking lots into housing or commercial premises, non-compliance with setback margins in construction and building permits without any consideration of the commune’s development plan.

All these irregularities, which deprived the commune of significant financial resources, are the work of Deputy Rachid El Fayek and his brother, Jawad El Fayek, President of the Prefectural Council of Fez, reports the daily Al Akhbar, specifying that the two officials went so far as to establish powers of attorney signed by residents in favor of Jawad El Fayek, for 2,000 dirhams, in order to activate a development plan in their name.

The El Fayek brothers also demanded sums of money before authorizing connections to the public water, sanitation and/or electricity networks.

Abuse of power and influence peddling led the commune president to build an atypical residence, equipped with surveillance cameras and secret passages allowing him to go to another adjoining residence without being seen. It is in this residence that he carried out all his dubious transactions. Arrested and detained in the Bourkayz prison, he will be prosecuted by the Fez Court of Appeal with five people in detention and nine on provisional release.
