Digital Fortress: Morocco's Bold Plan to Thwart Rising Cyber Threats

Morocco is implementing a response plan against cyberattacks targeting its public institutions since April 2025.

The Ministry of Digital Transition and Public Administration Reform intends to provide a structured and graduated response to the cyberattacks suffered by the kingdom since April, according to Challenge. Morocco’s strategy in the face of these cyber attacks is primarily based on prevention. In this sense, all public information systems will be subject to regular vulnerability audits in order to detect any weaknesses and take immediate corrective action. Similarly, any hardware or software to be acquired must comply with strict cybersecurity standards. The deployment of a new generation firewall is also underway to lock down critical areas, the magazine reports.

The response plan developed by the department led by Amal El Fallah Seghrouchni also includes the improvement of digital governance. This is to ensure better coordination of the reactions of public institutions in the event of an incident, and to put in place clear, rapid and structured intervention protocols. Morocco wants to put an end to silos and adopt a unified defense posture, the publication specifies, noting that the Moroccan authorities are also betting on strengthening the capacities of civil servants in this counter-offensive. Thus, in partnership with the Directorate General of Information Systems Security (DGSSI), public agents will receive intensive training to have the right digital reflexes.

In early June, a cybersecurity innovation center, the result of a partnership with the University of Mohammed V, was inaugurated. The objective of this hub is to promote research, support specialized start-ups and train a new generation of experts capable of anticipating potential threats. Morocco was ranked in 2024 among the most advanced countries in cybersecurity (Tier 1 according to the ITU, with a score of 97.5/100). But the recent attacks show that significant challenges remain to effectively address increasingly sophisticated cyber threats.
