Ceuta and Melilla Prepare for Massive Moroccan Diaspora Return in ’Marhaba 2023’

In Ceuta and Melilla, the authorities are already mobilizing for the Marhaba operation marking the return of Moroccans residing abroad (MREs) to Morocco, in order to improve the crossing process to the kingdom. The operation is expected to start on June 15 and end in mid-September 2023.
A few weeks before the start of the Marhaba Operation, the time has come for mobilization in Ceuta and Melilla. The newspaper El Faro de Ceuta notes a strong internal mobilization of the officials of the two cities who are working tirelessly to welcome without hindrance the million MREs expected as part of the 2023 Marhaba Operation, according to its estimates, compared to nearly 800,000 MREs (in Ceuta) in 2022.
On the ground, Rafael Garcia, representative of the local government of Ceuta, is coordinating the joint border operation, including the security measures taken by the Spanish security forces. He also held a long meeting with his counterpart from the city of Melilla, Sabrina Moh, in the presence of the head of the National Guard command. The discussions focused on the joint action plan to improve the crossing process to Morocco.
