Casablanca Ordered to Pay Compensation After Stray Dog Attack on Woman

Victim of an attack by stray dogs on the public road, a woman filed a complaint against the Casablanca municipal council represented by Mayor Nabila Rmili, the Wilaya of the region and the Local Development Company.

On Thursday, the Administrative Court of First Instance in Casablanca ordered the Casablanca Municipal Council to pay 50,000 dirhams to the woman attacked by stray dogs for the physical and psychological damages suffered. The victim had filed a lawsuit against the Casablanca Municipal Council, represented by Mayor Nabila Rmili, the Wilaya of the Casablanca region and the Local Environment Development Company, and her lawyer had claimed compensation of 100,000 dirhams with immediate execution and legal interest.

The facts date back to late 2023. While she was going to work, she was attacked by a group of stray dogs in the Lissasfa region. She was able to save her life thanks to the intervention of a guard. The victim comes out with injuries to the ankle, knee and hand, and receives treatment at the hospital. Her lawyer filed a complaint against the Casablanca municipal council.

In this complaint, the lawyer stated that the responsibility lay with the Casablanca Municipal Council. He denounces its inaction in the fight against stray dogs, which represent a danger to the inhabitants, in accordance with the administrative police powers set out in Article 100 of Law 113.14. The state and municipalities are presumed responsible for the damages resulting from the management of their administrations, in accordance with Article 79 of the Code of Obligations and Contracts, he added.

The lawyer also recalled that the municipality had entrusted the company "Casa Environnement" with the mission of combating stray dogs, under a delegation agreement, and had allocated it an annual budget of 20 million dirhams.
