Avalanche of complaints from Moroccans residing abroad (MREs), mainly from France

The figures are telling: 2,060 complaints filed in one year. While the paper format remains the majority (1,329 files), digital is gaining ground with 731 electronic filings. This dynamic directly responds to the royal instructions requiring priority handling of the community’s files, often constrained by very short stays in the Kingdom.

A "VIP treatment" for lightning visits

To respond to this time urgency, the justice system had to adapt. A joint circular activated in June 2024 now imposes a "rapid and effective treatment". The objective? Resolve disputes while the MREs are still on the territory for their holidays.

Special cells have been created everywhere: at the central level, in the Courts of Appeal and the courts of first instance. At the Presidency headquarters in Rabat, 311 MREs have been physically received in dedicated spaces to follow the progress of their cases in real time.

France and Belgium at the forefront of complaints

Where do these calls for help come from? The mapping of complaints reflects the demographics of the diaspora. France is by far in the lead with 160 complainants received, followed by Belgium, Italy and Spain.

The report also highlights a major modernization project: the notification of judicial acts abroad, often an administrative headache, is in the process of being simplified through digitalization, to prevent procedures from bogging down once the MRE has returned to their country of residence.
