During the continental tournament, 152 proceedings were opened over criminal acts. Of the 202 people detained, Moroccan nationals accounted for 79.2% of those implicated, while foreign nationals from African and European countries represented 20.8% of the total.

The offense of entering or attempting to enter through fraud topped the list of violations, with a rate of 25.48%. It was followed by speculation in ticket sales (10.96%) and intrusion onto the playing area (7.46%). Authorities stressed that these behaviors were primarily linked to organizational shortcomings rather than serious crime.

Judicially, the public prosecutor’s office initiated proceedings in 82 cases, while 56 procedures were resolved through settlement fines. To guarantee the rights of foreign supporters, simultaneous interpretation services were deployed, promoting “transactional justice” aimed at balancing deterrence with respect for freedoms.
