Survey Reveals Rising Incivility in Morocco Ahead of Major Sporting Events

As Morocco prepares to host major sporting events such as the Africa Cup of Nations (CAN 2025) and the World Cup in 2030, incivility is gaining ground. This is revealed by a survey conducted by the Moroccan Center for Citizenship (CMC).
Uncivil behaviors particularly towards women, disrespect for personal freedoms, prison sentences deemed too lenient for acts that have recently shocked society promoting a certain culture of "impunity", uncleanliness... The majority of people surveyed as part of the investigation conducted by the Moroccan Center for Citizenship denounce a lack of civility at almost all levels and an almost total inaction of the authorities. Only 1.9% of respondents believe that effective measures are being implemented. 52.9% of respondents say they do not perceive any government effort, while 45.2% believe that actions are limited.
73.5% of respondents are dissatisfied with citizens’ behavior in public places in terms of cleanliness and respect for common spaces. 66.8% of respondents say green spaces are not respected. 69.8% of respondents denounce the disrespect for public equipment. 46.2% denounce the disrespect for queues, 60.7% think that indicated schedules are not respected. 60.9% of respondents denounce the non-respect of the Highway Code by motorists and pedestrians.
Regarding respect for women in public spaces, 52.2% of respondents believe it is insufficient. 42.8% say they are dissatisfied with the level of language and politeness compared to only 12.4% who say they are satisfied. Concerning verbal or physical harassment towards women, 69.6% think that verbal or physical harassment towards women is a recurring and worrying behavior. According to 64.9% of respondents, there are invasive behaviors in streets and markets that could harm tourists’ experience.
Moreover, 84.8% of respondents believe that the lack of cleanliness and waste in the street harm the culture of hygiene. 77% of respondents consider begging, including that of children, as a vector of a negative image of Morocco. 84.8% of them denounce tourist scams, particularly with price increases or aggressiveness in sales or poor quality of services.
This survey was conducted on a national scale between February 10 and March 13, 2025, with a representative sample of 1,173 people from all regions of the kingdom.
