Surge in Unaccompanied Minors Challenges Ceuta's Immigration System

A mother and her minor son arrived last Sunday on the Tarajal beach coming from Morocco. They were taken care of by the temporary stay center for minors (CETI) in Ceuta.

Like a father and his 15-year-old son who had joined Ceuta by swimming on September 27 from Morocco, this mother and her son were welcomed at the CETI. In such cases, resolutions 2/2012 and 5/2014 of the public prosecutor’s office apply, in order to verify the condition of these children, their development and their relationship with their parents. Certainly, the autonomous city does not have competence in the field of immigration or reception, but it can intervene when a minor is concerned to ensure the protection of these vulnerable persons.

As soon as the arrival of the mother and her son on Sunday was announced, the authorities quickly mobilized. The mother and child were taken to the hospital for a medical examination. Then their admission to the CETI was organized, clothes and shoes were provided to the child who was enrolled in language immersion courses to allow his schooling in the schools of Ceuta. The police ensure compliance with the specific protocol provided for in these cases in order to avoid any violation or interference, as well as the disclosure of information that could endanger the lives of these vulnerable persons.

This weekend, nearly 30 minors arrived in Ceuta, including 17 for Sunday alone. In the lot, there are three girls. Already 19 minors have been transferred to the peninsula to decongest the minor centers of the autonomous city.
