Sarkozy Proposes Visa Deal to Address Deportation Issues, Praises Morocco’s King

While the "obligation to leave French territory" (OQTF) is back in the spotlight in France’s relations with the Maghreb after the murder in Paris of a young French woman, Philippine, whose alleged perpetrator is a young Moroccan under this administrative measure, former French President Nicolas Sarkozy salutes the efforts made by Morocco under the leadership of King Mohammed but criticizes Algeria.
Nicolas Sarkozy is weighing in on the debate on the "obligation to leave French territory" (OQTF). To facilitate the return of people under this administrative measure, he proposes a solution. "Now it’s clear: visas in exchange for consular return authorizations," he said on Monday, September 30 on CNews. In September 2021, Paris had decided to halve the entry permits granted to Moroccans, to push Morocco "to change its policy and agree to issue these consular laissez-passer." "We would like the reaction to be more cooperation with France so that we can enforce our immigration rules," Gabriel Attal, then government spokesman, had insisted.
Since 2023, Morocco has no longer hindered the effectiveness of actual returns to the border once the obligations to leave French territory (OQTF) have been issued. The kingdom agrees to take back its nationals. Cooperation efforts that Nicolas Sarkozy praised. "I would like to say that Morocco is behaving rather well thanks to the exceptional personality of the King of Morocco," he said. Praises that Algeria does not receive. "For Algeria, we give hundreds of thousands of visas every year, we should be able to obtain hundreds of consular return authorizations," the former president estimated. Deduction: unlike Rabat, Algiers does not make enough cooperation efforts on consular return authorizations.
The murder, in Paris, of Philippine, a 19-year-old woman, whose alleged perpetrator is a Moroccan citizen targeted by an obligation to leave French territory (OQTF), has relaunched the debate on the application of this administrative measure in France. Morocco had issued a consular laissez-passer to organize the return of the young Moroccan accused of the murder of Philippine. The French authorities would even have received this laissez-passer a few days before the murder of Philippine, TelQuel reported.
