Rabat Officials Sentenced in Vehicle Registration Fraud Scheme

Four civil servants from the city of Rabat were convicted by the court of first instance of the city for their involvement in a network of falsification of residence certificates allowing non-residents to obtain vehicle registration plates from the city.

The agents had set up a network for selling fake residence certificates, allowing non-residents of Rabat to register their vehicles and obtain registration plates from the capital. An illegal practice that undermines the integrity of the national registration system, the court ruled, sentencing the four agents to 22 months in prison: 8 months for one, 6 months for another, and 4 months for the remaining two.

This network developed due to the high demand from a certain segment of the population who consider it a "prestige" to register their vehicles in Rabat. Used luxury car dealers also took advantage of this fraud network to increase their sales, offering their clients to register the vehicles in Rabat as if they resided in the capital.

The network was dismantled after the arrest in flagrante delicto of two agents and an intermediary, in possession of fake residence certificates, eight gray cards and receipts for registration application files. The operation is the result of an investigation conducted by the judicial police under the supervision of the competent public prosecutor’s office, in collaboration with the General Directorate of Territorial Surveillance (DGST).
