Over 200,000 Bounce Check Offenders Clear Debts in Morocco’s Amnesty Program

Six months after the implementation of the amnesty on checks without provision, the assessment shows that more than 200,000 offenders have regularized their situation by paying a liberatory contribution.
This measure instituted by the 2020 Finance Act, and taken up by the Amending Finance Act "concerns checks presented for payment and not honored for lack of funds between January 1 and July 27, 2020", provided that the payment is made before the end of the year. It also concerns payment incidents that occurred before December 31, 2019.
The principle is to "pay the amount of the check plus a liberatory contribution of 1.5% of the amount, capped at 10,000 dirhams for individuals and 50,000 dirhams for legal entities", in a single payment before December 31, 2020, reports L’Economiste.
According to the same source, the amnesty on rubber checks is the "most attractive" measure currently in force. In addition, "the fines related to unpaid checks during the specified periods are canceled". Operators who have been denied a Damane loan or one of the CCG guarantee schemes "become eligible again in the event of regularization via the liberatory contribution".
