Morocco Unveils New Strategy to Combat Corruption, Citing Structural Challenges

The National Authority for Integrity, Prevention and the Fight against Corruption (INPPLC) chaired by Mohamed Bachir Rachdi proposes a new dynamic for the fight against corruption in Morocco. This is the main point to be remembered from its first annual report.
The first annual report as well as nine other thematic reports highlight the structural shortcomings that remain despite the efforts made in recent years in the fight against corruption. Based on these shortcomings, Morocco is proposing a new dynamic in the kingdom, which will have to embark on "a projection towards a new phase in the fight against corruption". According to the president of the INPPLC, it is a question for Morocco to make an imperative choice to ensure a profound change, capable of reversing its development curve and placing it in a lasting, strongly downward trend.
Concretely, the INPPLC has made proposals aimed at improving the legal and procedural arsenal. It has placed particular emphasis on the importance of governance and the fight against corruption as an essential foundation for the target development model. According to the authority, the expected change depends on the successful alignment of the legislative framework with the spirit and wording of the constitutional text.
As part of the compliance of the legal and institutional system with international conventions, the authority has made recommendations relating to the mandatory declaration of assets, the encouragement of the denunciation of acts of corruption, the reform of the civil service system and the continuation of the reform of the money laundering system, not to mention the strengthening of the transparency of political parties.
The authority calls for a "strong, mobilizing and credible national dynamic; based on a profound and irreversible change; marked by a strongly downward trend in the scourge of corruption in Morocco; and materialized by results and impacts perceptible to the citizen, likely to strengthen the confidence and mobilization of all".
