Morocco Unveils $5.7 Billion Plan to Expand Social Coverage to Millions

The Minister of Finance presented, this Monday, February 22, the timetable for the generalization of social coverage to the members of the finance committee. This reform will cost 51 billion dirhams to the national budget.

According to the Minister of Finance, the reform will take into account during the first quarter of 2021 the categories subject to the single professional contribution, including 800,000 merchants and craftsmen. They will be followed by 1.6 million farmers and 500,000 craftsmen during the second and third quarters of 2021. Then come the professionals in the transport sector (220,000 beneficiaries) and the liberal and regulated professions (80,000) for the third and fourth quarters of 2021.

As for the 11 million Ramed beneficiaries, they are also scheduled for this year.

As for the distribution of the financial envelope dedicated to this major reform, 14 billion dirhams are allocated to the AMO against 20 billion for family allowances, 16 billion reserved for retirement and 1 billion programmed for the unemployment benefit.

Two mechanisms will be taken into account as part of the financing of this reform, according to the Minister of the Economy. It is the mechanism based on contributions, for a total of 28 billion dirhams. It is dedicated to people with a contributory capacity for the financing of social coverage. The other solidarity mechanism, amounts to 23 billion dirhams, is reserved for the underprivileged.
