Morocco University Fees 2026: 20000 Dirhams Doctorate Programs

Free public university will not apply to all programs. Starting from the 2026-2027 academic year, training organized outside regular hours should be subject to harmonized fees across all Moroccan universities.

This so-called "part-time" system is mainly aimed at civil servants, employees and professionals wishing to continue their studies in the evening or on weekends.

The envisaged fees would reach 5,000 dirhams per year for a bachelor’s degree, 18,000 dirhams for a bachelor’s and 15,000 dirhams for a master’s degree. The doctorate would be the most expensive program, with fees potentially reaching 20,000 dirhams per academic year.

These amounts should end the pricing disparities that existed until now between different public universities.

Diplomas at 20,000 Dirhams That Divide

This harmonization, however, reignites the debate on the growing place of paid training within Moroccan public universities. Despite schedules adapted to working professionals, these fees risk excluding some employees who do not have the necessary income to finance several years of study.

The system could thus create two parallel paths: free traditional education and a paid program offering greater flexibility to people already established in professional life.

The question of quality also arises. The same teachers generally provide both traditional and part-time training. Universities will therefore have to guarantee sufficient supervision, particularly for master’s and doctoral programs, where individual mentoring and research play a central role.

Stricter monitoring of attendance and diploma requirements is also being called for to prevent the payment of fees from being perceived as an easier way to obtain a university diploma.

The new pricing should come into effect from the next academic year. It will have to reconcile two difficult objectives: allowing working professionals to resume their studies while preserving equal access and the credibility of Moroccan public diplomas.
