Morocco to Tax Online Gambling Winnings from Foreign Companies

In Morocco, the profits from gambling will now be subject to income tax. This is the direct consequence of certain amendments to the 2025 Finance Bill by the House of Councillors.
Gains from foreign-based online gambling, paid by foreign companies, will now be subject to income tax. This is provided for in the 2025 finance bill, which was passed last Friday by the House of Councillors. Specifically, a 30% withholding tax is planned, reports the daily Assabah. This tax will be applied directly to the winnings, even before they are transferred to the beneficiaries, in order to avoid tax evasion while ensuring that foreign companies contribute to the kingdom’s economy, particularly in terms of foreign exchange.

Moroccan resident players will now have to pay a specific 2% solidarity contribution on their winnings from online gambling. This measure aims to balance the tax burden and strengthen the social solidarity system. Winnings not exceeding an annual amount of 5,000 dirhams are also added to the categories of taxable income. According to the delegate minister to the Minister of Economy and Finance in charge of the Budget, Fouzi Lekjaa, the taxation of these winnings concerns the new beneficiaries, who must make their declaration before March 1st.
The gambling sector is experiencing strong growth in Morocco. A market whose turnover amounts to several billion dirhams, it is specified.
