Morocco to Strengthen Construction Regulations with New Draft Law

Morocco is in the process of reorganizing the construction sector. In this sense, the government will promulgate, in the very near future, draft law 29.18 developed by the Ministry of National Land Use Planning, Urban Planning, Housing and City Policy.
Define the measures to be adopted and respected in terms of construction for a better reorganization of the construction sector in Morocco. This is the scope of draft law 29.18. This project contains a large number of provisions relating to the organization of construction and maintenance operations as well as the responsibilities of the various stakeholders. Its purpose is to guarantee quality, safety and durability of buildings.
To achieve this ideal, law 29.18 provides for penalties against offenders, ranging from 10,000 DH to 1 million DH. As for the sentences, they can reach up to 3 years in prison.
Any person who has knowingly violated the provisions aimed at guaranteeing the quality, safety, stability and durability of buildings provided for by this law is liable to 2 months to 1 year in prison and a fine of 30,000 to 100,000 DH or only one of these two penalties.
As for offenses resulting in death, injury or permanent disability, they are punishable by a sentence of 6 months to 3 years in prison and a fine of 100,000 to 1 million DH.
Any person who prohibits access to the construction site or hinders the work of inspectors (criminal investigation officers, technical inspectors, experts...) will also be penalized by a fine of 10,000 to 50,000 DH.
