Morocco Set to Strengthen Anti-Corruption Laws with Powerful New Authority

Morocco intends to equip itself with a muscular anti-corruption system. The draft law on the integrity authority is already on the table of deputies and should not encounter any obstacles in Parliament.
The current text lacks firmness and deserves to adhere to the constitutional provisions to give real weapons to the National Authority for Integrity, Prevention and the Fight against Corruption to fully play its role of supervision and coordination of public policies, but also of investigation.
It is then expected that the deputies will move very quickly (before the end of the current year, or during the fall session).
The new provisions give the INPPLC broad powers: the power of self-referral, absent from the 2015 law; this provision is important in that it strengthens the power of initiative of this body to investigate cases where the INPPLC suspects acts of corruption.
Another strong point of the new text is the strengthening of the investigative capacities of this body in order to present receivable files to the justice system. Thus, the justice system and the INPPLC will be able to join hands for the purpose of executing judgments. The expected deterrent and preventive effect is important.
In addition, the authority will now be able to constitute itself as a civil party in court cases related to corruption. Its independence is a fundamental element in the success of its mission.
