Morocco Set to Revoke Cannabis Licenses in Major Regulatory Crackdown

The National Agency for the Regulation of Cannabis Activities (ANRAC) is preparing to carry out a large-scale operation to withdraw licenses from agricultural cooperatives and investors who are not in compliance.

ANRAC has sent formal notices to nearly 200 cooperatives and investors holding licenses related to the marketing, processing, import and export of seeds and plants, and transportation, inviting them to regularize their situation within 30 days. After this deadline, their licenses will be simply withdrawn, in accordance with Article 30 of Law No. 13-20 on the lawful uses of cannabis.

This provision defines the conditions under which a license can be withdrawn. These include non-compliance with the conditions for granting the license, failure to start activities within the deadlines set by the specifications, and unjustified cessation of activities for a continuous period of more than two years. The files of the cooperatives concerned have been examined by the competent commissions before any summons.

To comply with the law, the cooperatives concerned must provide a number of documents, including the list of approved cooperatives with which they will collaborate in the context of their processing activities, or the list of cooperatives and beneficiary farmers for those holding import licenses for seeds and plants.
