Morocco Set to Approve COVID-19 Relief Law for Workers and Employers

Registrations to benefit from the allowances for the month of May are about to start in the coming days, even though the law has not yet been adopted. Attention is now focused on the House of Representatives, which will have to adopt it in second reading this Monday.
After the adoption of draft law 25.20 enacting exceptional measures in favor of employers affiliated with the National Social Security Fund (CNSS) and their declared employees, who are suffering from the repercussions of the spread of the coronavirus (Covid-19) by the House of Advisors last Thursday, it is now the turn of the House of Representatives to undergo the same exercise, reports Aujourd’hui le Maroc. This Chamber will therefore have to focus on the adoption of the law on exceptional allowances this Monday, April 20.
Wanting to avoid that certain sectors of activity register their employees again on the list of beneficiaries to bleed the fund, the government has taken a decree without however waiting for the adoption of said draft law. New criteria have been defined.
Companies wishing to have their employees benefit from the special aid scheme will have to justify a drop in their turnover of at least 50% compared to the previous fiscal year. Similarly, the law text requires that the number of employees on temporary layoff does not exceed 50% of the total workforce of the company concerned.
