Morocco Seeks to Tap Diaspora Talent for National Development Projects

The Ministry of Higher Education, in collaboration with the Council of the Moroccan Community Abroad (CCME) and the National Center for Scientific and Technical Research (CNRST), organized on Saturday in Rabat the 13th Region Assembly dedicated to Moroccan skills abroad.

The meeting is held in implementation of the royal directives contained in the speech of King Mohammed VI on the occasion of the Feast of the Revolution of the King and the People. The Sovereign had stressed the need to solicit the contribution of skills abroad in the realization of the kingdom’s priority development projects, recalled Abdellatif Miraoui, Minister of Higher Education, Scientific Research and Innovation, in his opening speech.

"Morocco is one of the countries that has managed to maintain strong ties with its community abroad, thanks to a public policy approach for the benefit of these communities who aspire to strengthen the social bond and to discover the cultural heritage that characterizes the Moroccan identity, rich in its multicultural affluents, especially for the generations born in the diaspora’s host country," explained the minister, hailing the decisive contribution of Moroccans abroad during the health crisis.

For Miraoui, "mobilizing Moroccan skills abroad for the success of the transformation projects on which the national acceleration plan is based is an essential option to strengthen the pedagogical supervision capacities within the national university institutions, accompany the mobility of students and researchers at the international level or involve these skills in scientific research programs and innovation activities."

The minister also emphasized the creation of a framework of motivation to attract these skills and provide them with favorable conditions to allow them to contribute effectively to the qualitative improvement of the higher education, scientific research and innovation system. "Aware of the need to win this important bet, the ministry has launched a set of reforms concerning the legal and regulatory framework aimed at increasing the attractiveness of the teaching profession in university institutions," he said.
