Morocco requires a visa for travelers going to Ceuta

Moroccan agents stationed at the Tarajal border post would refuse to let Moroccan workers wishing to go to Ceuta pass, demanding that they present a Schengen visa.
These Moroccan agents are asking Moroccans who go to work every day in Ceuta for a Schengen visa. According to local media, they refuse passage to Moroccans holding the "special" visa issued by the Spanish consulate in Tetouan, intended exclusively to facilitate their entry into the autonomous city.
For the moment, the Moroccan authorities have not provided any information on this decision. Indiscretions suggest that it could be part of the measures to be taken by Morocco and Spain to normalize the movement of people and goods at the border posts of Ceuta and Melilla.
Some media in the two enclaves believe, for their part, that Morocco wishes to reactivate the visa exemption agreement for Moroccans from the border towns (Tetouan, M’diq, Fnideq, and Nador), who could enter Ceuta and Melilla simply by presenting their passport.
This agreement had been suspended after the closure of the borders for the Covid-19 health crisis. But despite the reopening, the measure has been maintained. The Moroccan and Spanish authorities are working to find a solution to this problem before the resumption of customs office activity.
