Morocco Removed from EU Tax Haven Gray List After Reforms

Morocco welcomes the decision of the European Union (EU) to definitively remove it from its gray list of non-cooperative jurisdictions for tax purposes.
This decision is in line with the reforms undertaken by Morocco to promote good tax governance, in accordance with the EU’s conditions and international standards, says a statement from the Ministry of Economy, Finance and Public Administration Reform.
Several laws have been adopted as part of this reform process launched since the 2018 Finance Act, the statement adds, recalling that Morocco’s firm determination to comply with the standards of good tax governance has reassured the Organization for Economic Co-operation and Development (OECD) and its partners.
"The EU Foreign Affairs Council has adopted its conclusions on non-cooperative jurisdictions for tax purposes, namely the formal act of the EU confirming the positive opinion of the EU Council’s Code of Conduct Group (CCG) and removing Morocco from Annex II - the list of jurisdictions pending an EU assessment of their tax commitments," the statement notes, specifying that Morocco is definitively removed from the EU’s gray list and is now "Green Listed".
