Morocco reclaims 5,862 hectares from investors who failed to meet their commitments
In Morocco, investors have lost thousands of hectares for failing to honor commitments made to the state. An official report reveals the scale of the land reclaimed in 2025 and its intended use: new economic projects.

More than 58.6 million square meters reclaimed in a single year. The figure appears in the report on public land accompanying the 2027 finance bill, published on October 23. Behind this vast area is one common reason: investors failed to meet their contractual commitments.
The Directorate of State Domains monitors the progress of projects carried out on land in the state’s private domain. Beneficiaries must comply with the conditions set out in the specifications and agreements signed when the land is allocated.
This monitoring, conducted with other government agencies, led to the recovery of more than 5,862 hectares in 2025. The official report by the Ministry of Finance provides for their reallocation to new projects with significant economic and social benefits.
Reclaimed land, new projects approved
At the same time, Morocco approved 308 projects using 31,977 hectares of public land in 2025. Planned investments total 70.67 billion dirhams, with 16,333 jobs expected in the long term.
In the first half of 2026, a further 114 projects were approved on 23,374 hectares. They represent 19.7 billion dirhams in planned investment and 6,252 potential jobs. In total, these 422 projects use 55,351 hectares, with around 90.37 billion dirhams in planned investment.

Another change: the state now favors leasing its land. Leasing accounted for more than 86.25% of the land allocated in 2025, rising to 99.18% in the first half of 2026.
