The Moroccan government is preparing a rent-capped housing program aimed in particular at young people, students and newly formed households. The scheme would use public land and bring in private investors to develop this new rental housing supply.

Finding an apartment at a reasonable price could become easier in Morocco. In its presentation note for the 2027 draft budget law, published on 23 October, the government plans to make public land available to investors tasked with developing affordable rental housing for households with low or middle incomes.

The scheme is based on specific commitments: operators will receive public land in return for capped rents and regulated operating periods. The aim is to offer housing at prices suited to residents’ means, rather than leaving rents to be determined solely by the property market.

Four groups are particularly targeted: young workers, students, newly formed households and workers who regularly have to move to another region for professional reasons. The program is intended in particular to help them settle near employment hubs and educational institutions.

This policy is set out in official documents from the Ministry of Economy and Finance. It marks a new stage in housing policy, which until now has largely focused on helping people buy homes.

Housing that makes it possible to take a job far from home

The project is part of a broader program focused on young people’s entry into the workforce between 2027 and 2031. This includes a “professional mobility passport” to support people who secure a job in a region other than the one where they live.

The scheme is to combine financial and logistical support with the development of housing offered at moderate prices. Access to affordable rental housing thus becomes a way to make it easier for workers to move for work.

This new policy builds on work launched in 2025 on mid-range rental housing. The Ministry of Housing had then studied various ways to offer cheaper apartments in major urban areas, including Casablanca, Rabat, Tangier, Marrakech and Agadir.

The government also intends to continue direct assistance with home purchases. The two schemes address different needs: helping some households buy a home, while giving others the opportunity to secure long-term housing without becoming homeowners.

The launch of the rental program is now one of the commitments in the housing policy set out for 2027-2031. Future contracts with investors will have to establish rent caps, operating periods and the conditions for making public land available.
