Morocco: towards cheaper rents?

The diagnosis made for the 2010-2020 decade reveals structural flaws in the social housing program, where only a third of the 2.1 million units contracted have found takers. This ineffectiveness is explained by an excessive concentration in the large metropolises and too rigid technical requirements that have excluded middle-class buyers and favored an oligopoly of ten companies.

In a break with the past, the new direct aid program has shown more diffuse results, having already benefited nearly 76,000 families, mostly young people and women, while stimulating the local economy with a significant increase in cement sales and the creation of 74,000 jobs in the construction industry.

A reorientation towards rental housing for the middle class

The ministry is making a strategic shift by now favoring rental housing for middle-income households, young couples and mobile workers, thus moving away from the traditional model focused on home ownership. This approach aims to allow households to mobilize their capital for income-generating activities rather than freezing it in real estate, a vision that will be tested through pilot projects before being generalized with rent control.

At the same time, specific measures are planned to boost rural housing, which is still lagging behind, including the construction of 3,000 units by the Al Omrane group and the opening of aid to co-owners in the 2026 finance bill.
