Morocco Plans Taxi Sector Overhaul, Warns Against Illegal Interference with Ride-Hailing Services

The Minister of Interior, Abdelouafi Laftit, has warned against interventions by illegal entities aiming to prevent ride-hailing activities, reiterating his department’s willingness to work towards professionalizing the taxi sector.
Authorities are ready to intervene quickly in case of reports of conflicts or disputes between taxi drivers and ride-hailing services. "Any intervention by non-competent entities, under the pretext of preventing these unauthorized activities, is considered an illegal action that exposes its perpetrator to legal prosecution," Laftit stated in his response to a written question from MP Aziza Boujrida of the Haraki Group.
The Minister of Interior added that his department has implemented several measures and mechanisms as part of an integrated action plan to regulate the transport sector, promote driver professionalism, and improve the quality of taxi services. "Anyone attempting to provide transport services through private vehicles without the necessary authorizations is subject to severe penalties" as provided for by the texts in force, the government member reminded.
Laftit further indicated that control campaigns are regularly organized to ensure that drivers using their private vehicles for transporting people have obtained the necessary authorizations. In application of circular No. 444 of April 28, 2022, the ministry has involved organizations representing taxi drivers and operators in establishing a more rigorous regulatory framework, the minister added.
In terms of measures, Laftit recalled the restriction of license exploitation to drivers holding a trust permit and a professional driver’s card, as well as the systematic non-renewal of operating contracts for non-professional operators. At the local level, registers have been set up to list compliant professional drivers. These measures aim to clean up the taxi sector and promote the professionalization of drivers, the minister concluded.
