Morocco Overhauls Taxi Industry with New Regulations to Boost Professionalism

The Ministry of the Interior has announced a series of measures dedicated to the management of taxi transport in order to guarantee more professionalism and better conditions.
According to the ministry’s note, only professional drivers holding a trust license and a professional driver’s card will be able to benefit from delegation contracts for taxi operating permits.
At the same time, the operating contracts of drivers who do not meet these conditions will not be renewed once they expire, the ministry said, stressing that these measures have been set following a series of consultative meetings with taxi unions at the central and local levels.
Regarding the operating permit, the department intends to ensure good collaboration between the holder and the taxi driver, by establishing a model contract that the two parties will have to execute. However, the note points out, the number of operating permits granted to a natural person will now be limited to one. Beneficiaries holding more than one contract will have a transitional period of one year in order to obtain the status of a legal entity.
In addition, the ministry announced that it is mandatory to declare professional drivers and their assistants to the provincial authorities. This is to identify the number of professional taxi drivers. The granting of new permits and professional cards will thus be done according to the objective needs expressed by the interested parties. To facilitate the success of these new measures for local authorities, the taxi transport management information system (SIGTT) has been updated.
