Morocco Overhauls Driving School Regulations to Improve Road Safety

The Minister of Transport and Logistics, Mohamed Abdeljalil, announced a series of reforms concerning driving schools, both in terms of the conditions for granting, suspending and withdrawing licenses and the training of instructors.

According to a decision by the Minister of Transport and Logistics, published in the Official Journal, no driving school will be accredited without providing proof that it has qualified trainers, i.e. holders of a license or an equivalent diploma, or a higher technician diploma, and with at least three years of professional experience in the field of driving instruction and road safety, or in their field of training.

The trainers must also provide a special pedagogical training certificate, and have an in-depth knowledge of the legislative and regulatory texts governing the field of driving instruction and road safety, the note adds, stating that the vehicles used by the driving schools must be approved by the National Road Safety Agency, as well as the approved teaching and educational materials.

The driving school must also have "a paved training track inside and fenced by an outer wall and laid out in such a way as to allow training in complete safety, and whose surface must not be less than 4,000 square meters," the note specifies, also stressing the need to have a "driving simulator" offering all driving situations (at night, in difficult weather conditions, on the highway, in risky situations, breakdowns and accidents, etc.) and respecting safety rules.

The training of instructors must take into account the theoretical and practical aspects, the minister said in his decision, setting the number of trainees per classroom at a maximum of 16, and per vehicle at a maximum of 4.
