Morocco: Mohammed VI launches a major reform with 210 billion dirhams

The session began with an exceptional agricultural assessment. Thanks to a 54% increase in rainfall, the dams have a filling rate of 75%. This abundance directly benefits the harvests: olive production is soaring by 111% to reach a record of "2 million tons", while citrus fruits and dates are recording growth of 25% and 55% respectively. The Minister of the Interior then presented a new generation of integrated territorial development programs. Based on a participatory approach, this reform will mobilize 210 billion dirhams over eight years. The objective is to precisely meet the locally expressed needs in terms of employment, health and education. This strategy is based on rigorous territorial diagnostics to strengthen the attractiveness of each province of the Kingdom.

The management will be decentralized with the creation of local committees chaired by the governors and a national committee led by the Head of Government. For greater efficiency, the Regional Execution Agencies will be transformed into public limited companies (SA). This change is intended to "reconcile the requirements of governance and the flexibility of management". Transparency will be ensured by a digital platform allowing citizens to monitor the progress of the work.

The Council also validated an organic law strengthening the financial autonomy of the regions. By increasing the ceiling of state transfers, the text allows elected officials to have their own resources to reduce spatial disparities. This increased autonomy, according to the press release from the Royal Cabinet, is presented as the main lever to make the region a driver of economic growth and job creation.

Finally, fifteen international conventions have been adopted, covering the fields of aviation, cybersecurity and military cooperation. The King also validated appointments to high positions, including the creation of the National Agency for the Protection of Children. The military field has also been strengthened by a decree supplementing the list of military attaché positions abroad benefiting from specific allowances.
