Morocco Loses Over $100 Million Annually to VAT Fraud, Tax Chief Reveals

VAT fraud costs the state between 1 and 1.2 billion dirhams a year, revealed Younes Idrissi Kaitouni, the Director General of Taxes (DGI), during the presentation of his strategic plan for the 2024-2028 period.

The tax administration has already taken measures to fight against fraud that creates significant losses for the state. Losses estimated between 1 and 1.2 billion dirhams, says the director general of taxes who assures that the DGI is working on the implementation of a simple and coherent tax system to allow all taxpayers to fulfill their tax obligations without difficulty. But at the same time, the DGI will not fail to strengthen its fight against tax evasion. In this sense, it will work for the enrollment of informal operators in the formal economy.

The new strategic plan of the DGI aims to facilitate access to tax for taxpayers. It is based on six main axes, one of the most important of which remains the strengthening of the mobilization of tax resources. "By aligning the strategic priorities of the DGI with its mission, its vision and its values, the 2024-2028 plan outlines the roadmap for the planning period in order to achieve the defined objectives and the expected results," explained Younes Idrissi Kaitouni in an interview with L’Économiste.

The first axis concerns the identification of any non-compliance and the summoning of the taxpayer in irregularity. It aims to improve the reliability and completeness of the register of taxpayers. The second axis aims to strengthen trust relationships and promote tax citizenship. Awareness-raising actions will be carried out in this direction. The third axis is dedicated to the consolidation of legal security and the strengthening of the presence of the DGI on the international tax scene.

The other axes concern the strengthening of the capacities of the DGI, in terms of quality human resources and adapted structures, in order to guarantee an exemplary, effective and efficient management. "Failing to make the tax pleasant, let us strive to make it easy and accessible," said the director general of taxes, highlighting the new dynamic of support and advice for taxpayers in order to prevent them from falling into the traps of intermediaries.
